What "rules of the game" should we officially adopt?

Right now, a few official policies have been adopted and are listed in the FAQ. But there are a lot of situations that come up repeatedly that we should have an official rule for. For example:

  • What happens when a resolution happens when a question is still open?

  • What happens when a resolution happens when a question has not yet opened, in different circumstances.

  • What are the meanings of various words like "credible news source" and "published", etc.

So I'm opening this up for suggestions about what contingencies we should address, and then what actual rules we should make. These can be collected as a section of the FAQ, or perhaps a separate document if it gets extensive enough.
